Does anyone have any experience with a code violation lien?

Vacant, abandoned property in an up and coming neighborhood. Big “Final notice of violation” sign taped to the front window. I called the code enforcement officer who says there to be putting a lien on it in the next few weeks. I spoke to the neighbors who put a mechanical lien on the abandoned property due to roof damage on their (neighbors) property from a tree on the abandoned property. The neighbors gave me the home address for the owner and I went and spoke to them but couldn’t get anywhere, as they told me (through the closed door) that “third parties” were involved.
Property taxes are paid up but the liens are stuck to the property. I might be late to the barbecue due to the “third parties” but how would I go about doing further research on acquiring the property? I’m familiar with tax liens but don’t know how it works with code violation liens.
